Why the flooding is not getting better

This is uncomfortable but relevant to planning, and no guidebook says it.

The July 2025 monsoon floods that killed thirty people triggered audits that uncovered roughly ₱118 billion of ghost flood-control projects between 2023 and 2025 — money appropriated for drainage that was never built. The scandal toppled the Senate President and the House Speaker and put a senator in jail on plunder charges in June 2026.

The practical consequence for a visitor is simple: the 2026 flood-control budget was largely stripped in the aftermath, so the city's drainage in the near term is what it is. Plan around it rather than hoping.
